David is Chair of the NHS England/Somerset CCG Joint Committee for Primary Care Commissioning and a Non-Executive Director at the CCG. He is part-time and combines this with his other planning, development and consulting engineer and expert witness roles.
He brings with him significant senior experience in local government, contract, front line service provision and governance matters. This includes approximately eighteen years in local government at County Council, Metropolitan Borough and Borough levels where he was a Local Authority Chief Officer and a Management Team Member. This is allied to approximately twenty years in the private sector as a Partner and Principal of businesses providing specialist planning, development and engineering services to the public and private sectors including tendered, contract services on behalf of and to local authorities.
Outcome based commissioning in client and contractor roles has been a way of life for many years. Highlights include working on behalf of Government Office to project manage and provide technical input for the Government “Safe Routes to School Pilot Project” and introducing and trialling the first legal road humps and traffic calming experiments on a public highway in the UK.
David is an experienced school governor and has held office as chair of a secondary school governing body, Chair of Somerset Governors Strategy Group, a member of the Somerset 14-19 Education Strategic Board and member of the statutory funding body Somerset Schools Forum.
