Managing Director  

David believes that the most effective commissioning of services comes from harnessing the skills and knowledge of clinicians and managers working together in partnership. He supports a collaborative approach to working with different groups and organisations across the health and wellbeing community to face the challenge of sustaining and improving services in this difficult financial environment.

He was appointed Managing Director of the shadow CCG and, working closely with the Clinical Operations Group GPs and management team, led the CCG through the first wave of the authorisation process – one of only eight nationally in the first wave to have no conditions. He was ratified as Managing Director by the Governing Body in April 2013.

David was previously Director of Primary Care Development for NHS Somerset overseeing a development programme that included more than 40 new or extended GP practices, a new GP walk-in centre in Yeovil and four new dental surgeries over a five year period to 2103. He worked closely with more than 300 primary care contractors, local professional committees and Wyvern Health (local practice based commissioning consortium) to develop both primary care services and the commissioning role of primary care clinicians.

His initial professional qualification was as a chartered accountant and he was Director of Finance and Performance Management at Somerset Coast Primary Care Trust from 2001 to 2006 during which time he led the implementation of the new GMS contract and the development of business cases to replace the Minehead and Bridgwater community hospitals. Previously, he had spells working in an acute trust, health authority and county council.
